Details
Copilot Chat users without a license gained access to the Copilot Create agent mid-August 2025, but one of the omissions was the ability to create video. This functionality is about to be added.

Microsoft will provide standard access to AI video generation within the Create experience of Microsoft 365 Copilot to users who do not hold a Microsoft 365 Copilot licence, allowing you and others in your organisation who use Copilot Chat to generate AI-powered videos. You will be able to create videos using natural language and files from Word, PowerPoint and PDF.
Availability
Due mid to late November 2025.
