TL;DR:
The animated background feature in Teams Meetings will allow you to replace your background with an animation. Animated backgrounds will be identified by a small video icon in the bottom-left corner of the preview picture. Due early to late July 2023.
Details:
To use choose an animated background in the pre-join screen, before the meeting start, go to Effects and Avatars > Video effects and select a new animated background. Note the small video symbol in the bottom left corner of the preview picture of the animations:
You can also change animated backgrounds when you start a meeting by going to More in meeting toolbar > Effects and Avatars > Select an animated background.
Notes:
- Animated backgrounds are not available on low-end devices and require at least 8 GB RAM and a at least a 4 core CPU
- Only pre-defined backgrounds from Microsoft are currently supported
- Using more video filters might slow down background animation

Due early to late July 2023 (around a month earlier for targeted release and preview).
