Previously these two options were accessed from the same Share button, which was confusing to some:
Microsoft have changed the Share button to a Send button and added a Co-authors button, making it clear that this is how the forms owner distributes the form to its intended audience:

Rollout is from early March through the end of March 2021 due by late April late May 2022 (yes, this is a year late).
