TL;DR
The “Notify when available” feature in Microsoft Teams classic notified users when a colleague became available. This feature was lost with the move to new Teams but has now been restored. Available now.

Details

There are two ways to subscribe to notifications for a colleague’s availability:

1. In chat, right-click on a colleague’s name and select Notify when available:

2. Go to Teams Settings > Notifications and activity > People > Manage notifications and add a colleague:

To stop notifications, go to Teams Settings > Notifications and activity >  People > Manage notifications and select Turn off next to a name.
