TL;DR:
Similar to how you can mention individuals in chat, you will soon have the option for “Everyone”. After typing @, you will see the same people results you see today, but a new option, “Everyone” will be available. By selecting “Everyone” and sending the message, a notification will be sent to all users in the group chat based on their selected notification settings. Now due mid-February to mid-March 2023 on desktop, iOS and Android.

Details:
You will soon have a new type of mention within your group and meeting chats. This will automatically appear within chats with more than 2 users and any meeting chat. When used, recipients will receive a notification in their feed. These notifications can be disabled or changed via chat notification settings. If you send message where you mention an individual and use “Everyone”, the prioritisation will be given to the individual mention. 

In group chats with more than 50 users, Microsoft will alert you that their message will notify a large number of users. This ensures that you are fully aware of what will happen when you send a message with “Everyone” tagged.

Due late January to late February on desktop, iOS and Android.
Now due mid-February to mid-March 2023 on desktop, iOS and Android.
