Short version
Newsletters in new Outlook for Windows and Outlook for the web will allow you to create, distribute, and track internal email newsletters. Now due in mid-to-late August 2025.
Details
If you use new Outlook for Windows or Outlook for the Web you will soon be able to create “professional and engaging email newsletters with a variety of rich elements and leverage built-in tools to manage reader engagement”. Readers in your organisation will be able to discover and subscribe to newsletters that interest them using the new Explore page in the new Newsletters module in Outlook.

Microsoft have changed this feature from opt-in to on by default.
